BACKGROUND 

When launching Regional Business Councils (RBCs) during the 3rd TNBC Meeting held on 15th March 2005, the main objective was to strengthen the consultative process nation wide so as to spread the benefits of structured dialogue to the majority of Tanzanians. RBCs are structured such that there is equal representation of district leadership of the private and public sector. Today, vibrancy and effectiveness of the RBCs depends heavily on district level participation.  As we move from raising issues to implementation, monitoring and evaluation at local level becomes even more important hence the crucial role of District Business Councils (DBCs). Equally important is the fact that the first point of contact between the private and public sector is at District level making it necessary to open a window of consultation for business environment at district level. These factors lead to the conclusion that local level reforms and change for better business environment and investment climate will be achieved much faster through vibrant DBCs. 

STATUS 

Preparations for the 1st National Dialogue on Economic Empowerment tested the bottom-up process of collecting local views from all districts through RBCs. Monitoring of implementation of the resolutions  calls for formalizing the District Business Councils and launching their operations under the TNBC structure. All districts in Tanzania have selected private sector and public sector members for  DBCs emulating the TNBC and RBC structure.   

SUBMISSION 

I am now formally launching District Business Councils throughout Tanzania as part of the TNBC organs. The Presidential Circular no. 1 of 2001 will be updated and amended accordingly to reflect the contemporary structure of the consultative mechanism under TNBC.
